Meritorious Service Record

In November 1931, while serving as Director of the Organization Department of the Kuomintang, Chen Lifu allocated $5,000 to the Provisional Government of the Republic of Korea to fund the activities of Korean independence activists.
In July 1934, he dispatched a representative, Chen Baiou (陳百鷗), to the 2nd Sino-Korean United Representative Conference, where discussions were held on forming the Rapid Action Corps (急進隊) to accelerate Korea’s independence efforts. In 1935, he expressed his support for the Provisional Government’s plans to establish an air force.
Following the outbreak of the Second Sino-Japanese War in 1937, Chen Lifu played a crucial role in ensuring the safety of Korean independence activists in Nanjing. After the Provisional Government relocated to Chongqing in April 1941, he was assigned as a key official overseeing Chinese Nationalist Government support for the Korean independence movement.
In November 1942, he attended the founding ceremony of the Sino-Korean Cultural Association (韓中文化協會) and was appointed an honorary director. Subsequently, as head of the Human Resources Division of the Internal Affairs Bureau (內務事務局), he was involved in arranging monthly financial aid of $60,000 for the Provisional Government. In May 1945, he also participated in the Korean Relief Committee (韓國救濟總會) Advisory Board.
Chen Lifu was the younger brother of Chen Guofu (陳果夫) and the nephew of Chen Qimei (陳其美). His family maintained close ties with Korean independence leaders and actively supported Korea’s liberation movement.
Xiao Yulin (邵毓麟), a senior Kuomintang official who later became the first Ambassador of the Republic of China to South Korea in 1949, stated:
"Chen Qimei, the uncle of Chen Guofu and Chen Lifu, had deep connections with Korean independence activists. Building on this legacy, the two brothers maintained unwavering trust in the leaders of the Provisional Government of the Republic of Korea and provided steadfast support."
The South Korean government posthumously awarded him the Order of Merit for National Foundation (Independence Medal) in 1968.
